In Texas, plumbing professionals should hold a license from the Texas State Board of Plumbing Examiners (TSBPE) — commonly a journeyman or master plumber license. Ask the contractor for their license number and verify it on the TSBPE website or by phone. Also request proof of insurance (general liability at minimum) and either workers’ compensation or a written proof of exemption. Keep copies of the license and insurance certificates before work begins.

Most new installations, water/sewer line replacements, major repairs and remodel plumbing work require a permit and a city inspection in Houston. Permit rules and fees are set by the City of Houston, and many contractors will pull permits on your behalf — but you should confirm who will obtain them and ask to see the permit/inspection record when the job is done. Small, routine repairs may be exempt, but it’s best to check with the contractor or the city to avoid fines or failing a future property inspection.

Get a detailed, written estimate that lists the scope of work, materials and brands, labor, permit fees, expected start and completion dates, and how change orders will be handled. Ask about warranties: manufacturer warranties for parts and any workmanship warranty from the contractor (get terms in writing). Be cautious of very low bids, don’t pay the full amount upfront, and request a final invoice and lien waiver when the job is complete. For Houston properties, also ask about experience with common local issues (slab leaks, sewer line/root intrusion, backflow prevention and storm/flood considerations) and whether a camera inspection is recommended for sewer problems.
