Texas does not issue a state-level roofing license, so roofers aren’t licensed by the state the way electricians or plumbers are. However, local rules and permit requirements still apply. Always ask a contractor to provide a city permit number and the final inspection sign-off, a current certificate of insurance (general liability) and proof of worker coverage or policies they carry, and local references. A clear written contract should describe the full scope of work (tear-off or overlay, number of layers, removal and disposal), the exact materials and manufacturers, whether decking or flashing will be replaced if found damaged, ventilation and drip-edge details, start and completion dates, cleanup and waste disposal plan, permit responsibilities, payment schedule and acceptable payment methods, how change orders will be handled, and any workmanship warranty the contractor offers (separate from manufacturer material warranties). Include a requirement that the contractor provide a certificate of insurance and, at completion, lien waivers if payments are made. Keep copies of all paperwork and photos of the roof before and after work.

Houston’s high heat, humidity, strong sun, and seasonal severe storms (including high winds, hail and hurricane risk) all affect roof performance. Choose materials and products rated for high temperatures and UV exposure and consider wind- and impact-rated shingles or metal roofing where appropriate. Proper attic ventilation and insulation are important to limit heat stress on shingles. After large storms inspect for missing shingles, damaged flashing or leaks and document damage with photos for insurance. Schedule regular maintenance and gutter cleaning, trim overhanging trees, and use contractors experienced with local weather-related repairs and insurance claim documentation.
