Texas does not have a statewide flooring contractor license, but local rules can vary and some cities/counties may require contractor registration or permits. When hiring in Houston, ask for: proof of general liability insurance (and workers' comp if applicable), a written contract with scope/payment/schedule, references and recent project photos, and verifiable local reviews or Better Business Bureau information. You can also check with the City of Houston Permitting Center about any local registration or permits needed. Always get a written estimate and insist on lien waivers or clear payment terms before final payment.

Houston’s heat and high humidity favor water-resistant and dimensionally stable products. Good choices include porcelain/ceramic tile, luxury vinyl plank (LVP) or tile, and engineered hardwood (more stable than solid hardwood). If you choose wood, expect acclimation time and allow for expansion gaps. Subfloor and slab moisture control are critical — contractors should perform moisture testing (ASTM standards such as in-situ RH or calcium chloride tests are common) and install appropriate vapor/moisture barriers and underlayments. Avoid materials that trap moisture in below-grade spaces (e.g., carpet in damp basements) without proper moisture mitigation.

Typical like-for-like flooring replacements usually don’t need a building permit, but projects that affect structure, stairs, or egress may, so check with Houston permitting. If your home is older, underlying materials (vinyl tile mastic or mastics in mid-century homes) can contain asbestos; handling or disturbing suspected asbestos must follow Texas asbestos regulations and is performed by licensed asbestos abatement contractors. Regarding warranties, expect two separate protections: manufacturer warranties (materials defects, vary by product) and installer warranties (workmanship). Ask for both in writing, get exact coverage/duration, and keep all receipts and contract documents. Ensure final payment is tied to completion and a walk-through to confirm the agreed scope.
