Texas does not have a single statewide general contractor license. Certain trades—electrical, plumbing and HVAC—require state or local licensing, and many cities, including Houston, require permits and inspections for construction work. Ask the contractor whether they are registered with the City of Houston (if applicable), whether they will pull required permits, whether they use properly licensed subcontractors for regulated trades, and request proof of insurance (general liability and any workers’ comp or subcontractor coverage).

A good contract should include a detailed scope of work, materials and product specifications, project start and completion dates (with allowance for weather delays), who will obtain permits and inspections, a clear payment schedule tied to milestones (avoid large single upfront deposits), a change-order procedure, cleanup responsibilities, warranty details (manufacturer vs. contractor workmanship warranty), and dispute-resolution terms. Also request certificates of insurance and require conditional lien releases as you make progress payments to protect against mechanic’s liens filed by unpaid subs or suppliers.

Houston’s hot, humid climate and hurricane season affect material selection, scheduling and building-code requirements. Expect longer curing times in high humidity, and choose materials rated for UV, moisture and high winds (e.g., wind-rated roofing and proper flashing). Plan exterior work outside of peak storm season (June–November) when possible, and allow extra contingency time for weather delays and inspections. Make sure the contractor is familiar with local building codes, floodplain/elevation requirements and hurricane structural details (strapping, connections, flashing) so the work complies with City of Houston requirements and holds up to local conditions.
