Texas does not require a statewide general contractor license, but many specialized trades (electricians, plumbers, HVAC technicians) do require state or local licenses or certifications. Cities including San Antonio require building permits and may require contractors to register with the Development Services Department for certain work. Always ask a contractor for proof of any trade licenses, local registrations, liability insurance, and workers’ compensation coverage where applicable, and verify permits will be pulled for your project.

Typical projects that change structure, electrical, plumbing, mechanical systems, or roofing will require City of San Antonio permits and inspections. Examples include structural additions, interior bearing-wall changes, new electrical panels, plumbing reconfigurations, HVAC replacements, and many roof jobs. The general contractor should pull the necessary permits, schedule inspections, and ensure work complies with the local adoption of the building codes. Also check for HOA rules or historic‑district approvals that can add requirements. Permit fees, inspection timelines, and specific submittal requirements are set by the city, so confirm details with your contractor and Development Services.

Use a detailed written contract that defines scope, materials, payment schedule, start and completion dates, and procedures for change orders and delays. Require proof of general liability insurance and, if applicable, workers’ compensation. Ask for references and a list of planned subcontractors. To limit lien risk, obtain conditional lien waivers with payments and require final lien releases before making the final payment. Keep copies of permits and inspection records, and get warranties in writing (manufacturer and workmanship). If you’re unsure about contract language or lien exposure under Texas law, consider a consultation with a local construction attorney or the city’s resources before signing.
