Texas does not issue a single statewide ‘‘general contractor’’ license, and requirements can vary by city and by trade. The City of Houston does not require a city-level general contractor license for most projects, but building permits and inspections are required for permitted work. Separate trades (for example, plumbing, electrical and HVAC) often require state or local licenses or certifications — and some municipalities do require contractor registration for specific activities. Always ask a contractor for proof of their applicable trade licenses, copies of permits they will pull, current general liability insurance, and workers’ compensation coverage (or an adequate alternative). Verify contractor registration or permit status with the City of Houston and request references for similar local projects.

A clear written contract should list the full scope of work, detailed materials and allowances, start and completion dates, payment schedule, accepted change-order procedures, and how unforeseen conditions will be handled. It should state who is responsible for pulling permits, inspections and cleanup, and include warranty language for workmanship and manufacturer warranties for products (but not invent new guarantees). Require proof of insurance and ask for lien releases or conditional waivers as payments are made. For permitted work in Houston, ensure the contractor pulls the required City of Houston permits and schedules inspections — you can and should monitor permit status online and keep inspection records.

Houston’s hot, humid climate, frequent heavy rains and occasional high winds/hurricanes affect material selection and construction details. Ask contractors about moisture control (proper flashing, vapor/air barriers, mold-resistant materials), ventilation and insulation suitable for high humidity, and roof and window details for wind resistance. If your property is in a floodplain or has a history of flooding, discuss elevation, drainage, and local floodplain permits or mitigation measures. Make sure the contractor has local experience with Houston building codes, hurricane-prone detailing, and city permitting so the finished work will perform well in the local climate and pass required inspections.
