Texas does not have a single, statewide general contractor license like some other states. Instead, licensing and registration requirements can vary by city or county—some municipalities in the Houston metro area require registration, trade-specific licenses (electrical, plumbing, HVAC), or permits for particular work. Always ask a contractor for proof of any local registrations or required trade licenses, verify that they will pull required permits, and check with your city or county permitting office before work begins.

Ask for a current Certificate of Insurance showing commercial general liability coverage (limits appropriate to the project), and confirm whether the contractor carries workers’ compensation or has other coverage for on-site injuries. Because Texas allows some employers to opt out of state workers’ comp, verify how injured workers would be handled so you don’t face unexpected liability. For larger jobs, check for performance or payment bonds if applicable. Insist on a written contract that defines scope, schedule, payment terms, change-order procedures and warranties, and obtain lien waivers as payments are made to protect against mechanic’s liens.

Permits and required inspections add time and sometimes scope to a project—their review times vary by jurisdiction and can lead to scheduling delays or additional work to meet code. Houston’s hot, humid climate, frequent heavy rain and hurricane season can also interrupt exterior work, extend cure/dry times, and require weather‑protective measures, which may increase cost. Local conditions such as expansive clay soils and floodplain or elevation requirements can drive additional foundation, drainage or elevation work. Ask your contractor for a realistic schedule that includes permitting lead time, inspection windows and weather contingencies, and get a written change-order policy for any unforeseen work.
