Texas does not have a statewide license specifically for flooring installers, so most flooring contractors are not required to hold a state flooring license. However, local rules can vary — cities may require contractor registration, building permits, or trade-specific licenses for related work (electrical, plumbing). Always ask a contractor for proof of insurance (general liability and, if applicable, workers' compensation), a local business registration if required, references, and a written contract before work begins.

Because Houston is humid and can have localized flooding, choose moisture-tolerant products for ground-level and flood-prone areas: waterproof luxury vinyl plank (LVP), vinyl sheet, and porcelain/ceramic tile are good choices; engineered hardwood is more stable than solid hardwood but should be used only where moisture is controlled. Important preparations include moisture testing of the slab or subfloor (RH probe or other accepted tests), proper subfloor preparation, vapor barriers or moisture mitigation systems when needed, and allowing products to acclimate per manufacturer instructions. For basements or areas with known water issues, consider waterproofing and drainage fixes before installing finished flooring.

Get a written, itemized estimate that lists materials (brand, model, color), labor, scope of work, subfloor prep, disposal, start and completion dates, payment schedule, and how change orders will be handled. Clarify who is responsible for permits and inspections. Ask for copies of manufacturer warranties for the flooring and a written installation warranty from the contractor that specifies duration and what it covers. Note that manufacturer warranties often require proper installation and maintenance, so keep receipts and follow care instructions to avoid voiding coverage. Also check references, photos of prior work, and proof of insurance before signing.
