Regal General Contractors LLC

Texas does not have a single statewide general contractor license, so requirements vary by city and by trade. In Houston many projects are regulated through building permits rather than a city-wide GC license, but trades such as electricians, plumbers and HVAC technicians must hold state licenses. To verify qualifications ask the contractor for proof of general liability insurance, certificates for any state-licensed subcontractors, local registrations (if applicable), references and examples of recent work. Check permit history with the City of Houston permitting office, read online reviews, and consult consumer resources such as the Texas Attorney General and local building departments for complaints or disciplinary actions.

Typically the general contractor will obtain the required building permits and schedule inspections with the City of Houston, since they are responsible for ensuring work meets local codes. Permits are usually required for structural changes, roofing, electrical, plumbing and HVAC work. Before work starts, confirm in writing who will pull permits, get permit numbers and ask to see final inspection approvals. Unpermitted work can lead to fines, failed real-estate transactions and costly retrofits, so do not allow major work to begin without proper permits and inspections.

A clear written contract is essential. It should include a detailed scope of work, materials and brands to be used, project schedule with milestones, total price and payment schedule, process for change orders, cleanup responsibilities, warranty information (manufacturer and workmanship if offered), and who is responsible for permits and inspections. Ask to see the contractor’s general liability insurance and whether they carry workers’ compensation or provide alternative handling for employee injuries. To protect against liens and unpaid subcontractors/suppliers, request conditional or final lien waivers when you make payments and keep all receipts and inspection records. Because Houston is prone to heat, humidity, hurricanes and termites, include material and construction details that address moisture management, wind resistance and pest mitigation so the finished work holds up in the local climate.
