Texas does not have a single statewide general contractor license for most construction work, but several important requirements still apply. Specialized trades such as electrical, plumbing and HVAC require state licenses or registrations, and many cities — including the City of Houston — require contractor registration and building permits for certain projects. Always ask a contractor for proof of any required trade licenses, local registrations, business registration, and current insurance certificates before work begins.

Most residential structural, roofing, electrical and plumbing projects require permits and inspections through the City of Houston (or county authorities if outside city limits), and the general contractor typically pulls permits and schedules inspections. Houston follows adopted building codes and has additional considerations for floodplains, drainage and wind/hurricane resistance; contractors experienced in the Houston area should know local code amendments, elevation and floodplain requirements, and materials appropriate for high heat and humidity. Confirm in writing which permits the contractor will obtain and that all required inspections will be completed and passed.

A clear written contract should spell out scope of work, materials and brands, start and completion dates, payment schedule, change order procedures, and who is responsible for permits, cleanup and subcontractors. Ask for proof of general liability insurance and for a Certificate of Insurance naming you as additional insured if requested; note that Texas does not require most private employers to carry workers’ compensation, so ask whether the contractor and any subs carry workers’ comp or other coverage. Protect yourself with lien-release language or conditional lien waivers tied to payments, a final acceptance and punch-list process, and written warranties that distinguish manufacturer warranties (for materials) from the contractor’s workmanship warranty.
